      Class 20/20 Action Plan for Education
SETDA releases the first whitepaper report from the Vision 20/20 Action Plan series “High-Speed Broadband Access for All Kids: Breaking through the Barriers” this report addresses the growing concern and critical need for high-speed Internet access among our districts and schools. Rationale: To create a succinct vision paper addressing technology’s transformative role in education that speaks to Presidential Campaigns, members of the new administration, USDOE officials, education staffers on Capitol Hill to inform future policy and legislation relating to ESEA reauthorization, economic policies concerning workforce development and our nation’s success in a Global Economy.

Approach: SETDA will tie a message of hopefulness for students in Kindergarten who will graduate in 2020 to compete globally with emphasis on the economic necessity for a productive global workforce. The Vision Document will be hard-hitting with research, examples, and strong rationale for rapid and dramatic changes to education policy with a new Administration. The Vision Project will be applicable to policy makers at the national, state, district and school levels to accelerate learning for all students. America’s students have the potential to compete effectively in the global economy – our educational system needs to support the promise of America’s future innovators and productive workforce.

Timely: Now is the time for the education technology community to act! SETDA believes our Vision Project must be completed and effectively disseminated by September 2008. We have a short time frame but a huge opportunity to inform a new Administration and a New Congress on what an effective, viable, and robust education technology plan should include for 2009 and beyond…


White Paper Topic Descriptions

SETDA’s Action Plan Project will be deeply informed by the development of several white papers. These white papers will be developed concurrently from now through September/October 2008. Each will include an in-person roundtable discussion with expert stakeholders, input on content drafts through email and conference calls as well as separate dissemination. Highlights from each white paper will be incorporated into the broader Action Plan document to be shared aggressively on Capitol Hill in early 2009.

Each paper will be informed by SETDA’s past work, experts in each content area, and will be designed by a graphic artist and written by a professional editor to provide the highest level impact possible to the broader educational audience and policy makers. The layout and components for each publication will include:
• Overview: Setting the Stage
• Challenges to overcome
• Models to highlight various approaches
• Research supporting improved student achievement
• Necessary Policies

SETDA will gain buy-in from high level stakeholders at a topic level such as Partnership for 21st Century Skills, National Staff Development Council, Association for Supervision and Curriculum Development, National School Board Association, The National Commission on Teaching and America's Future, National Education Association, the Alliance for Excellent Education, North American Council for Online Learning, Southern Regional Education Board, Council of State School Officers, and Achieve to name a few!

Powerful Broadband Access for All: Breaking through the Barriers
This group will tackle the issues facing full implementation of broadband into schools. Such issues include technical implementation, access for all, and leveraging the resources available with effective professional development, media and Internet safety training, as well as building the capacity of leaders to proper budgeting and plan for long term success.

Empowering Teachers: A Professional and Collaborative Approach - Roundtable July 1 at NECC in San Antonio
Research shows that professional development changes practice when it is consistent, relevant and sustainable. This group will examine and highlight approaches such as technology coaches, curriculum cadres, and collaborative school reform teams that are being proven effective in changing teacher behavior and increasing student achievement.

STEM Education: Achievement and Innovation - Roundtable May 7 at Verizon in Washington, DC
What is America’s next Moon shot? This group will develop a strategy to ignite the innovation in America’s students and identify effective approaches and tools to support an expanded Math & Science curriculum that is rich with technology integration to ensure America’s continued strength in the global marketplace.

Technology Based Assessment Trends - Roundtable May 22 in Washington, DC
Assessment doesn’t always have to include a number 2 pencil and bubble sheets. Although there is a place for this approach, there are new assessment tools that can be alternatives to help teachers analyze “the whole student’s” progress in a timely and efficient manner in an effort to respond with appropriate interventions and/or enrichment activities tailored to each learner. This group will identify some approaches that are working to increase student achievement through alternative assessments.

Individual Learning for Every Child: Data Usage for Personalized Instruction - Roundtable May 22 in Washington, DC
Statewide data systems offer an opportunity for states to collect data from districts for accountability purposes. But, how do we leverage this investment to use the data to improve instruction at the teacher and classroom levels? This group will delve into teacher training in the use of data, policies about access to student data, as well as implementation challenges of bridging data and curriculum.

Robust, Rigorous, & Right-on-Time Learning through Online Courseware - Roundtable July TBA
Online courseware can provide vast opportunities for rural and urban students and teachers. This group will examine how online learning can supplement the bricks and mortar school to enhance learning and promote 24-7 access to support the notion of life-long learning.
